I can't be positive this works for Sm4sh but from what OP says, I imagine this same fix will work for you as well. you should now have three folders named, 'content' 'code' & 'meta' in cemu/mlc01/usr/title/00050000/xxxxxxxx(replace with your region code)/. Finally, open up the folder you just created in title/00050000 and copy the Sm4sh update data you downloaded with Wii U USB Helper in that folder. for a USA copy, name this folder 10144f00, for a EUR copy, name this folder 10145000, and for a JPN copy, name this folder 10110e00. This Pack includes over 130+ Custom Skins, 450+ Music, SFX, Stages, and even more This pack includes a Competitive and Wifi Safe Version and does NOT AFFECT ANY CHARACTER’S MOVESET IN ANYWAY. For that game, it turns out I was missing the update, so you'll need to download Wii U USB Helper (Can be found online) configure it, and then use it to download the update data for smash bros (you are not downloading the game, just the free update/patch content). I'm not 100% sure on this, but I had a similar issue with BOTW for a while.
